Yeah but in practice it's unbalanced, because you can fit 4 tanks in a plane's space
So player bases are usually full of tanks, or maybe in some cases are full of planes and then vulnerable to the tank march that any usual player will have.

And in all cases the Navy population within a base will be low due to lack of water tiles.
My F2P navy march can often wipe a base during svs, while my small-whale friend will get damaged by striking with planes.

The unit classification is closer to :
Tank : basic population. Able to win by sheer quantity
Navy : anti-basic bases. Quantity is very limited so no room for error
Air : anti-anti-basic bases, but damaged by basic bases. Very specialised PvP
