Doesn't matter, the point is removing speed ups for mucus to be relevant. Weakening is already pretty much irrelevant.
Weakening still good for mid to mid range fight but useless against mega whale so to balance it out they should remove speed ups.

The reason why 2216 was able to get ahead of 3041 in TC is because of mucus and coordination. We don't stand a chance in SvS when Chan can just blast every 5-10 sec

When you're dealing with 3-5 bigs like that they can pretty much handle one ruin each, similar to what they did in TC.
The reason why they failed in TC is because they were mucused 24/7 and it gives 2216 time to breath and clear him out using rockfield while he is mucus so he can't reinforce, causing net zero in points for both side
2216 then have larger mid size whale advantage so they took their side while a few hold them in the middle
Of course hover station and farming help too
