So for those wanting to know the down and dirty answer, Exclusive level vs Exclusive level Quily will be slightly better than Bryn with Encirclement and much better when running NO ENCIRCLEMENT because he can proc off all stacks and Bryn only from the front two rows. Their applications of Magnetic Pulse are a little different in that Bryn is still only the front two rows but only Army units and Quily is all stacks but ALL units… but with Nelle who is your Detonator/Booster only procing from Army units you will get more damage from Nelle without Encirclement and more chances of detonation/booster and less loss of damage from all pulses activating without Nelle’s booster. In short if you run WITHOUT ENCIRCLEMENT with Nelle and Duke or Shinji, Quily ES5 should be better than Brynhildr at ES7.
