That is not true. A lot of the paid ones are also outdated. The offers are not separated into the seasons the server is in. Instead it goes after server age. Every few hundred servers the game changes a bit. With new offers and new store, while older ones are removed.

I'm not going to buy level 1 skill choice boxes or random lvl 3 comp boxes on 2118. We are kinda past the need for these 😆
