For ID, it's very simple rule:

If it's one round, you can use WB + HRF (so, you can use crit dmg too)

If it's more than one round, you need PvP components, so DMG decrease is better.

Reasoning is, if you go more than one round, you have to protect units, to have more of them in second (and possible other) round(s). So, just see when you will benefit from maximizind damage, and when you need protection too.
