Nobody really runs navy anymore, so Eagle on army could be kinda a waste. Scorpion on navy though with no attack speed/HT works well too

pretty risky to put navy without HT, since navy doesn't take on land space so probably people still low key improving their navy, even with bare minimum just by updating the heroes. high chance people who saw army on base defence would naturally sending their navy out for a base attack, hoping the suppression do the work which the 40% suppression defy on eagle can help a bit

although, the idea to totally defy the suppression is still a whale thing on paper except having huge stats difference for a wipe clean

You can still run an HT, just don’t run it with attack speed. With the lack of strong navies in the game and running eagle on army with snakeyes, it would kinda be a waste. Let snake deal the damage of the mediocre navies and gain a lot more running eagle elsewhere
