Look, I'm a f2p too so I can have a say about this as a fellow f2p.
Asking to reduce both gathering and hover station doesn't make weaker players able to contribute. One big whale won't able to carry to win a hover station, the fact that bigger players attacking and robbing gathering tiles indicates even bigger players now accepting that gathering is also another important strategy to consider into a battle plan. Again, one whale won't make carry a server win gathering score.
Speaking of "non-combat" stuff, I mentioned this before but it seems you didn't get my points: bounty score is also non-combat, it requires 0 combat to earn bounty score.

I think you need to review very CAREFULLY on how:

1. How scores are counted for hover station
2. How gathering score is important to be considered into the strategy plan instead asking to remove it from the strategy plan.
3. Review back how bounty score works because it's non-combat also so you need to also ask to reduce bounty score points.

Reducing gathering and hover only means we gonna play what the CN plays does: they ignore hover station and only for building and kill points. Is it boring to only have your strategy plan as this:

Let's always make sure our buildings are ours, ignore gem mines (while gem mines have buffs if you hold it also), just spam mucus on their big whale, ignore hover and let our whales do hover?

Your request only makes global servers lose even more against CN servers

So in that scenario, 770 should won that match cos they have more buiding points

In a close match scenario, everything counts

Gathering, hover, building, bounty. All matters, that's when strategy comes to play

Bounty pops up after you TAKE a building, which is part of FIGHTING, so even if it’s not my favorite and would also lower that score, I don’t think it’s as bad of an issue as Gathering and Hover.

As per your last example, everything counts, yes. But as of how it is right now, doing Hover and Gathering give more points overall than fighting. Also bounty.
