Top War have asked us as playing community to review their proposal for revising the titan gear and special effects to help solve the problems, imbalance and unfairness it has brought to the game. That is great they have recognised the problem and asked for feedback to try and mend it. The draft letter of response is on the link below, where ideas from many players have been consolidated in (hopefully) a clear and structured way.
It is a detailed topic. But the quick summary is that the proposed revision does not address the 6 key issues which players have identified. The letter includes ideas/solutions so that all issues can be mended. Because it is complex, I want to help explain one of the biggest issues, that of compensation, using a football analogy, which will hopefully make it clearer for everyone.
Imagine in the soccer world cup. The football governing body decides they want to help younger, newer teams have a better chance (new accounts on new servers versus older accounts on old servers). They adjust the value of goals (the drop rate of special effect titan gear) so goals for old players still score 1 point, but for new players count 3 points. Sounds an interesting idea for helping newer players and teams have a chance.

Then in the first game between the two sides, both teams score 2 goals. But instead of it being a 2-2 draw, the new players team win 6-2. Suddenly everyone is unhappy. The old players since they did just as well but have no chance now and see the unfairness. And the young players since no-one credits them with playing equally well and getting 2 goals and doing well. The football governing body (Top War) realise the problem. That giving different scores (drop rates on special effect pieces) to different players hasn’t been popular, so they organise a revision plan and compensation.
What is the proposed compensation? In the revision plan, it is to give everyone the same compensation and then improve the drop rate. To try and make everyone happy again. Both teams will get 3 points bonus. And the result becomes 9-5. Hopefully everyone will now be happy. But the proposed compensation plan does nothing to solve the historical imbalance and mend the result. And furthermore, the governing body does not guarantee that in future all players will get the same points for goals (drop rate for runes/special effect pieces) as each other. And does not propose that the drop rate for runes is a simple fixed transparent number (instead of random drop), like for example 1 rune for every 20 gold titan gear made.

What does the playing community suggest as the compensation solution to the football problem? Wind back the result of the game so the 6-2 result is cancelled. Apply the new goal value (accumulation rate of runes/special effects same for everyone, e.g. one rune/blue special effect for every 20 gold titan gear forged), and rescore the game with the new rate. In the football example, every goal will be worth 5 points and be the same for everyone. The result of the game is now 10-10. Everyone sees the new method is fair. Both for compensating the past unfairness. And for going forward, there is no randomness. Everyone is treated the same and knows how it will work. 1 rune/blue special effect for every 20 gold titan gear made (or whatever the number is set as).
Sorry for the long post. But it is vital everyone understands the problem with this titan gear, since it is breaking the game but needs mending correctly. Everyone who has chance, please read the draft letter of feedback and help with ideas and comments. We need Top War to fix this titan gear and special effects correctly. The proposed revision plan doesn’t do this yet.

so for example, if a S2200 opened 1000 gold equip, and the server has a 10% effect rate, and obtained 80 effects, and should theoratically get 100 based on 10% drop rate

then he gets 100-80 = 20

if S770 opened 1000 gold equip, and the server has 1% effect rate, and obtained 10 effects, and should theoratically get 100 based on 10% drop rate, then he gets 100-10 = 90
