you are just taking a general result that 1 DEF is always equal to 2.5% dmg decrease without taking into account the actual improvement that requires actual math
and not taking into account dmg increase + dmg decrease interacts with 2 different equations while def only interacts with one, how would you know an assumed 60% dmg decrease is better(reality 24% DEF) is more effective than 31% dmg decrease PLUS 20% dmg increase

(3.75+x)(1.71) = 7.314

x = 0.527193
about 52.72% dmg decrease

finally, assuming you value dmg increase and dmg decrease, def as same (they interact with different equation, on a different bracket), left chip is 51.43% dmg mixed, right chip is 52.72% dmg decrease
hence when you think like that, right chip is indeed a bit better
remember that dmg increase is dmg inflicted on enemies, while dmg decrease and def is dmg inflicted on you. they cannot be regarded as same, logically.
