The 15200 is basic for blue skill. It is default. You can also take a look on everyone’s special skills in gear competition. Basically, once with special skill, it must be 10K up. There are many ppl, holding a special skill gear and worse stat but still around 15K in total. Same as your gun.
As it is pure army gear, navy and AF only 15200, but army will be higher and 19K
