Replenishing heroes is a loop that requires spending money. Without a solid base of stats even the greatest heroes will not be enough when you fight a strong enemy.

Asuka Bryn can be fine for army. You get Asuka ATK and HP assuming you don't have gipsy and Bryn HP provide enough mitigation. Both active triggers. Asuka activates often
And magnetic pulse is a good sync with Asuka

I would perk these two assuming again, no gipsy. Only fully perked you can choose to

1. Perk a 3rd hero if you happen to be close to 3rd hero tech.
2. Move to a different type such as navy and perking.

Having a strong march 3 hero can help suppress counter types that use 2 heroes or 3 weak heroes. The game mainly flows about stat gap. If you build a gap you can make up for these suppression fights.

You also want to prioritize food suppression over Oil.
