That's not the full picture. To maximise damage is also to ensure that mid rows are well protected from damage. You can't maximise damage by having an unhealthy mid rows. That's essentially why the front rows are buffed with damage decrease and having good HP stats is the way to go to buff front and mid rows. That way the mid rows can deal more damage in the later rounds.

You didn't even answer with the full picture in mind. You only thought of the question as though it is only atk multiplier heros that maximises damage. It is also by keeping the mid rows healthy.
