This is a bit hard to tell you which is better without actually knowing your stats

Because both are amazing chips

But to maximise your battle chances, those stats alone aren't enough to make a decision

For instance, if you had inferior stats against a much stronger opponent, you are better off with damage decrease and DEF stats

If you had almost equal stats against the enemy, then atk and dmg increase will be more beneficial in this case

So decide wisely and read up opponent's stats to maximise your battle strengths
