The newer servers have a much different set up than the older servers. I haven’t been in any of the newer servers so I don’t know what it’s like but the hero that you have circled in the screenshot, that is a “free” SSR hero for the older servers

If you are a newer player, this game has been around for about four years now. You will see a lot of things in older servers that newer servers don’t have and vice versa. newer servers get a lot of stuff that older servers ended up paying for.
