(Cynical answer : Because we are idiot monkeys who don't read the rules and devs know it, like the lv1 turbine semi-drama during New World.
So devs felt necessary to point out that the ONE world-agnostic tech continues running to avoid being annoyed with complaints that something breaks the rules)

A more techy possible answer is that the non-EL servers had to provide support for NextGen Tech, and at some point this requirement literally got pasted into the player-readable rules. Nobody reads the rulebook so why bother making it intuitive? 😂
All it takes is one player (or dev) with issues about implicits to believe that "no tech shall be active" means the tech price should jump without any logical reason...

we will not fight in EL. we are tired of being taken advantage of by RG. when we go to war, we will only continue to shop for ammunition for war needs. and RG is happy, because his sales on the TW application are selling well. RG while drinking coffee, I 'at seeing EL participants fighting. Meanwhile the players spend their time and money that will never be returned. So we agreed. We will no longer be taken advantage of by RG developers. We will move forward together, and benefit all players. Without having to anymore enrich RG developers.

Not really much depth difference. In EL World Boss, both servers were pretty much at the same level all the time, 1 level difference. And ALI is very strong. Depth isnt the cause.
