Making resource packs load after Paxi

Hi, I'm trying to figure out how to stop paxi from loading after resource packs manually added in the resourcepacks folder. It makes it very hard to modify textures that exist in paxi folder.

No matter what I do, putting the .zip files I added in resourcepacks folder above paxi moves them below as soon as I close the menu

put the rp in paxi folder?? or just move every pack out of paxi while testing

I have an existing shared modpack that players are adding their own resourcepacks to, but paxi is still taking priority over their own resourcepacks
