you can force games on steam to update, but if you don't mind waiting a few extra seconds the easiest way to do so is to just validate game files
when you validate game files steam will compare the files you have against what it's meant to install, so it'll re-check what it actually has to install, and in turn update the game at the end of the process

the seer appears at random when you kill the final mob of any type, so ideally you maximize the types of mobs in the map (add more packs, e.g. via shrines), and kill all mobs (or at least leave only like 6 left)

theres at least a few mods that will likely seriously inhibit your build regardless of what it is. enemy damage penetrates x% elemental resistance (pen) is very rippy historically, as is players have x% reduced maximum resistances (-maxres), since most damage you take in this game is elemental
