the gif is in the same folder as the rest of the files
i just uploaded it yesterday too to my directory so can’t be broken
Might be a quirk with that hosting provider, no idea
Does it work when you click on the link that links to the gif?
neocities is known for hiccuping a lot so there’s that
after clicking it in my directory / folder yes it does
but doesn’t display on the actual site

it’s probably the same thing as coding on any other device
I spent years coding in NotePad++ because it helps with syntax highlighting when I save the file with the right extension..
But lately I've been trying to use VS code because it can do debugging and even predictive code suggestions.
Both options can be setup to directly work over SFTP with a remote server for testing/deployment.
I can't picture what tools a cell phone coder would prefer.
literally just any compiler you’d find on the AppStore
