need help being able to take info

hey i have a website im slowly making and to make things easier for articles for use and the future users we r using this layout for now when it comes to imputing new articles, i want it so that the submit page takes the info and makes a file like a html so people and go to it and read it as the link will be stored with other articles in a list. i have the pics of each page on the site i wanna use for taking the info and where it will be stored as a list to be selected by said used to read.

You're describing something half-way between a WordPress style CMS and a basic guest book project, so there's a wide valley in between where you could be aiming nearly anywhere.
Just taking text and making a page out of it does lean a lot closer to the idea of a guestbook though.
