Surprise egg machine ate 20 of my egg coins and didn't give me skins, started with 37, gave me 10 skins and now I only have 7. I tried the machine 3 times because it was just timing out, I have a video of one of the instances. I didn't even realize it ate the other 10 until this message popped up or I would have recorded it also.

Unfortunately this is an issue that's been going on for a while, but you did earn the skins. What happens is the machine doesn't show you the egg reward screen, but the currencies you earn from repeats and the skins are properly in your account. You can see which rewards you've earned through the history, in the top right corner of your screen where you can see the amount of egg coins you have.
The Party Animals team has to fix this issue. As far as I know it only happens when you roll 10 egg coins instead of single ones.
