#i can't connect to vnc server that non root account started Ubuntu

We needmore information than that, which you should have provided instead of us asking.
Knowing stuff like this helps:
- Is Ubuntu in proot / qemu on the device or in the cloud / on a different device (or server)?
- Did you properly set up port-forwarding the router (most cellular ISPs don't allow it)?
- Did you let it through the firewall?
Other questions exist that would be helpful to know.
try to bind termux tmp directory or use -tcp argument in your vncserver
Everything works on root, i had it set up but i want to run some things that won't run if it's root user, so i made another account and it won't connect on vnc view
But in root it works just fine
Use vncserver :0 -tcp listen :0
It resulted in -sh: 10: :0: not found

this isn't look like a valid command
why two ports?
you could check the logs and send us here
cat ~/.vnc/localhost\:1.log
At the bottom it says unrecognized option -tcp, above that is av very long log
vncserver :0 is enough
Possible that it found some "lock files" that is causing it to keep changing
