Make Modding and any other stuff have permissions to give warn/mute

Soo, recently rules for each category rolled out, but for some unknown reason modding/shooting stuff cant give punishment to people who broke rules, so i suggest to make something like "higer stuff" in this theme, like higher modding stuff that can mute/warn, and basic modding stuff that can ping this higher role, to give punishment. Or else give stuff mute/warn to use ^w^
