idk what I'm doing, outer layer being weird

I have many issues but the one that's frustrating me the most is the outer layer isn't sticking and the upper part you can see I basically could pull it off like a ribbon. Harder to see with the picture but same thing with the lower part

How are you getting it to your printer?

Open the file you use on your printer with a text editor like notepad.
