#PC repeatedly turning on and off?

Is this a new build and the first turn on did this or was it working and this started to happen?
Did you change anything hardware, software, or BIOS wise?
Would you feel confident working on this PC yourself by unplugging cables and potentially parts?
If you are not confident doing your own work on it, then the only option would be to RMA if this is a new prebuilt system.
shorted somewhere
replug all cables
reseat ram and gpu
and retest
take bios battery for 5 min before doing that
its not a short
if it was, the machine wouldnt turn on

at least my old desktop turned on
depends on where the short is
if the short only decreases resistance by a bit it could take a while for the power supply or mb to notice it, and has the shorted component gets hotter and the resistance raises outside spec it then shuts down
and my old desktop was soo cooked that both mb, cpu and 1 ram stick died because of it
and it turned on even with all those components fried
or if there is a short in a IC that only decreases resistance a bit it could be sending more power to other components making them heat up and shutdown because of overheat
in a motherboard there is just so much possibilities
a 12v short to ground is pretty easy to notice
