The number may get a bit lower depending on which kind of charger are you using or if you are running off of battery
Also to test how much it actually uses you are supposed to run gpu stress tests instead of general usage like games or browsing
Something like... OCCT or Furmark usually does the job. Then you should check what's the limiting factor in the Sensors in GPU Z

Maybe can't get all the required wattage to use both gpu and cpu and screen and everything else at max power
It's fine as laptops always been restricted by power
