reseat the ram, if that doesnt work reseat the cpu

if it still doesnt work you should see if you can find a way to test if the cpu is still working and not broken

reseating the 8 pin eps connector at the top of the board could also help possibly

Have you tried removing the CMOS battery for 5 minutes, then reinserting?

Since you haven't turned on your PC for several years, then perhaps that battery... the coin size battery on motherboard is dead now
