It sets the cooling system to maximum I believe, hence the fans going mach speed
I think you need to go into advanced settings to manually set your overclocks, should be a gear icon somewhere
okay so i can safely use the extreme performance?
Yeah, I don't know if it changes the clock or memory speed though. Msi website has a guide for using it.

If you want to overclock, I suggest msi afterburner tbh, idk dragon center well

It could just be setting all your cores to 100% like windows performance mode
Here's a how-to guide about MSI Center. Not sure how relevant it will be to Dragon Center, but it's still worth a look imo.
"Switch the profile to “Extreme Performance” and click the gear icon to advanced settings. Here you can overclock the GPU Core Clock and VRAM Clock. For the highest performance, we just shift them to +200MHz to get the highest performance."

Keep in mind that dragon center itself apparently causes performance issues 
personally I'd say just use dragon center as a last resort, in general amd software, msi afterburner, and your bios itself would likely better for any ocing stuff
i only have msi ab and its confusing
and my fans recently got wiggly or something and i had to fix it
so idk if its cuz i was playing on extreme performance the entire time or not
i just want to know if its considered overclocking
Playing on extreme performance will max your fan speed which will wear out the bearings much faster which is probably what made them seem "wiggly". It's not overclocking unless you actually make the clock speeds higher.
so turning on extreme performance may result in needing to fix my fans?
The idea is that by maxing the fan speed, the cores stay cooler, which prevents them from thermally throttling
idk if it was wiggly but it sounded like there was a paper in the fan and the guy that fixed it said it was most likely that the fan unscrewed a bit
so its good that i have it on?
