1. I think I encountered a bot. How can I report it?

2. How many cards can I hold in hand at max?

3. I tried to "Hush" an "Annie", but her skill still resolved. Does "Hush" not silence unit's skills?

Hush DOES silence skills because skills are text which silence removes. However, if a skill is already the stack it can't be removed.

If annie attacks then you silence the skill still goes through

If you silence Annie then she attacks the skill will never be played

where did you encounter this supposed bot? was it in normal mode?

if so, it's pointless trying to report it

you need to win more games to avoid bots

Sorry, I didn't realize I got an answer to 1). I saw it in ranked, probably in Silver. I assume it was a bot because it kept missplaying methodically.

just because someone is misplaying does not mean they are a bot, especially in low elo. An easy way to know if its a bot or not is to see if it is instantly playing its cards on its turn
