This needs more brainstorming. For starters, what would be considered "scouting"? There's as many different ideas of what constitutes "scouting" as there are people; do they get marked for not being too far ahead of the team? Makes it difficult to do on small maps. What about if they're not near the enemy? Well if they go the wrong way from the enemy's lemming train, tough luck for that light. Do they have to engage with the enemy? Welp, bye-bye passive scouting.
Another thing is, why stop at punishing light players for "not playing as they should"? Let's make it so heavies take damage if they're not being focused, TDs get punished for not getting damage/kills, and mediums for not supporting the team. Look, I'm not advocating base-camping lights, I'm merely saying that this idea needs some fleshing out.
