I’m not saying it should be an exact copy or as overpowered as the old one, but instead of giving a 25% boost while moving in 6.0, it could at least offer a 3% view range boost when on the move, with the 25% bonus only applying when stationary. That way, I can still spot TDs when I’m close and they fire at me. For example, the M41B has a 410 view range, and with binoculars while stationary, it jumps to 490. If I move, the +25% bonus is replaced by a +3% bonus, bringing the view range to 422 This makes it balanced since you can’t use the 25% while on the move, but you’re forced to have the 3% so this makes the is5 view range more useable and help players that are more into aggressive light tank playstyle .

Telescopic binos never gave a bonus while moving, only when stationary for 3 seconds.
It was a thing you had to decide—so I use the binos that only work while stationary but gives a bigger bonus or should I use Coated Optics that give a smaller bonus, but I always have the effect?

What he's getting at is just that you're asking for something to be returned to "how it was pre-6.0" but the problem is that it was never like that to begin with. Nothing wrong with asking for the change, it's just that there's some incorrect information there.
So quick thing that I want to point out:
the M41D has a base view range of 400m. With Coated Optics or Telescopic Binoculars this is increased to 440m and 500m, respectively—I'm not sure where your numbers in your post came from, but let's use those as, if my theory is correct, you may have been using modified numbers and/or miscalculated somewhere.

So for starters, the Telescopic Binoculars (Binos) give a massive bonus (25%) at the cost of it being in a niche situation; Coated Optics (Optics) on the other hand give a smaller bonus (10%), but the bonus is active no matter what. If you were to give Binos a bonus that worked no matter the situation, you're effectively reducing this pros and cons situation of either and basically cutting out Optics. Sure, the bonus isn't as large as Optics—if we stick with the 3% you suggested—but the fact that you get this massive bonus tacked on basically makes Optics obsolete.
But not all tanks use binoculars
Not all tanks use Binoculars currently [a lot of tankers do use optics atm though]; if you were to give this bonus to binos, you make Coated Optics obsolete as everyone would drop Optics for Binos since you get a a slightly worse Optics but with a bonus if you stay still.
I'm not saying it's a bad idea, just that, if you give binos this bonus, you're cutting into the usefulness of optics, so what is your suggestion to balance the two? You'll have to buff optics to give make it viable over binos. With your example, with the buff you're suggesting, optics would only give you an extra 28m view range over binos at the cost of not giving you the extra 60m view range once you become stationary. How would you balance this out?
Not sure about that, seeing alot of heavies with binos and camo net "securing" the base 👀👀👀
How about this: Coated Optics will receive a 2% bonus exclusively on light tanks. super heavys so it would not be outclassed
I could see argument for camo and bino to remain active if loving less than 5kph, for at least CW as that mode is just a bit too active.
