The pen on the chieftain mark 11 and both challenger 1s is poor.
I think the pen on the premium rounds should be buffed to at least 650mm and the current premium round with 568mm could become the standard round.

The Chieftain Mk 11 shouldn't get the increased penetration. Simple facts of the matter is that the tank was long out of service by the time the fancy stuff showed up.
However, the Challenger 1 and Mk 3? I can see it. The L27 round was retrofitted to the older L11A5 guns for foreign use as the L28, so it absolutely could be an option. I don't have penetration figures, but it probably works out to be around 650mm, seeing how the L26 gets increased penetration on the L30 gun over the L11A5.
This would also make it so that standard is 550 and premium is 530 alpha, which I am fine with.
You have to remember, the L11 is an old gun, originally built in the 50's. It cannot perform at the same level as the later generations of 120mm guns, and it didn't get the same level of development as the 105mm L7 family due to a lack of worldwide use. The M1 getting access to better ammunition absolutely makes sense.

Tungsten rounds actually have greater penetration potential, as I understand it, but isn't as readily available as Uranium is to nations with nuclear enegery schemes.
It is export restricted though.
The L28A1 is also a more modern round. It's technically past the 2000 cutoff to my knowledge, but seeing how the BMP-3 has both ammunition from the 2000's, it's fair game
