So one of my friends, after Tuesdays update says he can not access the game, as in he presses the start button before server select and it just does not do anything.

He HAS already restarted Xbox, reinstalled game, factory resetted his Xbox apparently and it still not work, would this be because of the new child safety thing?

What else should he try to be able to play the game

Hello, it sounds like they are a child so will need the parent to log into the game on the adult account and play a match.
