Just like shown in these two examples, there must be a bug with the aiming circle or the gun. Either the circle is too small and should be much bigger or the accuracy of the gun is bugged.
This not only happens with the Arctic Hiss but also with other Multi-Weapon-System Tanks, its just much more prominent on this one.
