in the nvidia settings panel, shown in your first pic, try putting the graphics clock offset to a 1 in that field.

unless it absolutely refuses to let you edit it, even after pressing tab or enter

also, try playing the same game in Windows now, despite having turned off SpeedStep, and SpeedShift, to see if any noticable difference.

a simple command you can use to watch the activity/frequency of the CPU, every 2 seconds:
watch -n 2 -d inxi -C
