Hello.
do you have a working computer? because I don't see why you'd be asking about a second one
the typical steps are:
- use this working computer to download the ISO file for linux mint (it's about 3 GB in size)
- you may verify the ISO arrived without any errors by using the method in section 1 of #1295728709306683482 INDEX, regarding verifying the easy way
- you flash the ISO onto a USB stick using a program like Rufus, Ventoy, Etcher, Universal USB Installer
- you then restart this pc with the prepared USB inserted and hit the boot menu key (specific to your make of PC) and choose to boot from USB stick
- let the thing reach a "live" desktop. test it out, play around.
