I have since swapped back to 580 to reduce the flickering if I can. It's still not that great but I'll show this anyway if it helps.
Now my ALT Tabbing windows are visually broken too
I figured that I just use TIMESHIFT to revert back the flickering
and so far its seemed to have fixed the issue so if you happen to have a snapshot in the past use it!

try sudo apt install nvidia-vaapi-driver nvidia systems need this for video hardware acceleration. I don't know if this solves your issue but it's worth a try

I am not 100% certain what that even does, but I did it; Nothing seems to be different at least from my eyes.

okay, it was worth the try. I had similar issues. but things are not the same. linux can be weird like that. perhaps someone else knows.
