I made the Window Decoration Theme myself, and modified the Kvantum Alt Theme.
KDE Plasma 6.4+
My Window Decoration Theme
Install to ~/.local/share/aurorae/themes/AeroSense
Application Theme (Kvantum)
Install to ~/.config/Kvantum/KvantumAlt2
Go to System Settings, set Application Theme to Kvantum, then open Kvantum Manager, set the theme there to KvantumAlt2
Plasma Theme
Install to ~/.local/share/plasma/desktoptheme/Se7enAeroStyle/
Panel Colorizer: Vertical Gradient

one of the last changes i made was moving it to the center.
You can revert that change in the AeroSenserc file, Line 4, changing "Center" with "Left".

it's part of the theme, if you switch your theme you'll find that the icons are bigger

and the top left of mmy windows have the application icon and pin button that isn't present here and looks pretty weird

okay if you go to system settings>global theme>window decorations> at the top you press configure titlebar buttons then you can remove them

mine looked extra small, just like that, until I restarted my PC
now they look more like OP's

that's just from checking or unchecking the buttons to create shortcuts when you install them

update: I found a similar theme to get that Windows 7 look when combined with kvantum, it's called Expose Air

i use se7enaero because its clear all around expose air has blue accents around the taskbar
and it looks odd with my dark rice
