I even directly copy the file from the file manager and paste it to the PowerShell and cmd. I even do admin access on my PowerShell but it seems it won't work.

I think ur file extensions are messed up. In the File explorer, go to the 'View' settings and enable the option to always show file extensions

It should say that it's a GPG File in the right column of your file explorer instead of Text Document

At least thats what it shows for me in the Windows 11 file explorer

I have a windows 10 laptop and windows 11 isn't support my laptop because of old hardware.
Yeah the file name may be correct but the extension maybe the problem.

Looks good as is. I think your version of Windows just considers GPG files as txt files.

I ask this issue on reddit and he/she suggested this
"Go ahead and burn the iso to usb, boot to that USB, open the file manager, mount your windows drive (just click on it) navigate to the downloaded .iso, right click, verifi, use the first option where it pulls the sha256 and gpg on its own. You could do it a second time using the second option and your downloaded files, just to be sure"
There's a little hashtab utility on Windows that lets you check the hashes of downloaded files. Install hashtab, download the iso then right-click on the iso > properties > hash tab to check. This should normally do the trick!

The best antivirus is YOU. You have to think twice before installing anything, especially on Windows
Why don't you try to install linux mint in virtualbox first ? It would be great ! Once you will do this, you will can install it for real on your computer
yeah I am doing that right now.
yeah I checked hash and it seems no probelms involve so I am going to check a virtual machine if it's ok
and maybe I am going to use virtual machine to check the iso file there
I am still waiting for my back up to be ready.
I am dumb I should use this to share the folder of my iso and sha files to check it's authenticity using mint in virtual box
