tl;dr I need to set up a CJK fallback font that's not Noto Sans.

Long story short, I'm not sure how to set up the default fallback font for

CJK
Cuneiform

Since the default cuneiform font just shows Neo-Assyrian and I usually work with Hittite.

Or is that not possible to set system-wide

In your system settings for fonts, you should be able to configure those fonts as needed for the entire system

since it seems like on browsers or somewhere else it keeps defaulting to this font

so software will sometimes not inherit system fonts. have you checked to see since installing and setting that font that your browser will let you choose those fonts for fallback when browsing?
