How do I go about getting protonGE on Mint? In the repositories of the official pge it was warning Mint users to be cautious so figured I'd ask here before I do something silly

Two easy ways. Download steam. sudo apt-get install steam -y
sudo apt update in the terminal.
The other way is Lutris, Bottles, etc. They pack in a ton of GPU drivers. So you don't have to track stuff down.

What is Mesa? Sorry I'm really new just so tired of windows bloat I decided to set up Mint (also my father loves Linux, but he doesnt game so he dont know anything about this stuff)

Mesa for GPUs. It lets you run certain games at higher performance. Most Mesa is for AMD. It still helps to have it for Vulkan.
