There are many causes for slow data transfer rates; even if your personal connection to your ISP's server is blazing fast, if the download server actually pushing data to you via the IP's server is slow or has a bad connection, your download will be slow or spotty.
well my download speed was faster on Bazzite...
Try acquiring data from known strong sources, for example, see how quickly Youtube can get video data to you
If it rapidly fills, your DL rate is fine, if it constantly buffers, something's up
But don't jump straight down linux's throat over some random git or whatever, you could be wrenching for no reason, dig

If for example you're using Steam DL rate as your dipstick here, they have a few datacenters and you can try picking one that's closer
If you're using Ookla's transfer speed tester, that might denote something either local to your pc/your router/your modem... or the corporate bastards could just be throttling you rn ala Comcast

and I tried downloading some random stuff from Archive.org
like I guess it's not really suprising for Archive.org

Yeah try downloading from a different server but also remember that most servers aren't gonna give you their max, they're gonna give you metered output
If you wanna try filling your pipe, try torrenting
