oh. there is some command to go straight into UEFI or BIOS from linux, but that isn't GRUB.

im not sure other than just making reboot a script on the desktop

you can shorten your manufacturer's POST time perhaps. if it is say at 5 seconds, you can put it to zero. that is in the BIOS settings.

sometimes just reboot doesnt work though. and needs sudo but then u gotta put password, so why not just click the power/session icon on taskbar

if u dont have a power/session icon applet on taskbar, add it from APPLETS
