steam via wine isn't something I'd recommend doing. I have used on some applications but overall in my view its best to just leave wine on default settings. Everytime I've used it things just go haywire. Its better for individual apps/games.
Steam has a linux client. Please elaborate how and why are you trying to do this?

i know its a setting in steam but it doesnt always work
If you mean using proton on non-steam games, why not just use proton GE with bottles?

if you find it there and it is known to not work well at all, no programs like Bottles, Lutris, etc, that just run the program with Wine in the background may be able to help.
