The only way is to force reinstall grub in chroot manually. At least to see why it fails.

I think you can make an USB drive with live persistence. When you want to use linux, just boot of the USB drive and that is it. All your files will be saved on the USB drive. Also dont need to mess with grub.
Read-write speed may not be so great but it will work.

one warning. you should make a bootable usb using Ventoy, and keep Supergrub2 img on it, and Mint ISO too on it. In case something stops booting right (like Windows) you can use supergrub to start it.

no, the only effects with the windows are in "window manager tweaks" for transparency while moving them. The lock screen wallpaper I think you have to put your image (with root mode file manager) into /usr/share/wallpaper/
