turn off fast startup if ur dual-booting windows. this is a windows setting in the control panel
I don't have Windows and in the UEFI there is no fast startup option

i've never seen these things before. But it seems it's your UEFI. nothing to do with either Linux kernel.
check your uefi boot settings. Linux Mint uses a loader labelled "ubuntu" to start up
