Yep, this is what my stock xfce looks like during rdp session:

Taskbar on top, without changing any settings. Three broken menu links at bottom for program with no link

iirc you can just move the top panel to the bottom and remove the dock

essentially a xrdp bug/feature

where xrdp essentially creates a new session where the customisation doesn't apply
