Every game on the Source/GoldSrc Engine using a lot of cpu with 0-5fps

Every single game running on the source/gold source engine has stopped working properly, looks blurry (some of them) and uses 100% of CPU and makes it go to 96° C while only getting 40 fps max in menu, 0-5 in any level and can take minutes to load

Not sure but I think it might have to do with the fact that I set the cpufreq_govenor to performance and they havent gotten better since i tried turning it off. This may not have had much of an effect but something did. Changing GPU drivers didn't

Specs:
Ryzen 5 7600
32GB DDR5
3.12 TB Storage (not relevant lmao)
NVidia GeForce™ GTX 1660 Ti

Obviously I expect it to work fine as it has done since always before but I do not know the issue here

Correction: I found out that it is due to DirectX 9 & Open GL, half-Life wroks perfectly fine in software rendering.
All other still running poorly
