i am using a gentoo system with networkmanager and nm does not do that at all

I believe the first step would be to check if it works on any normal distribution, but please also check your arch configuration
open this file /etc/NetworkManager/conf.d/default-wifi-powersave-on.conf in your text editor
well that may just be arch, type
wifi.powersave = 2 in the file and save
then reboot your system or restart networkmanager

you disable networkmanager and switch to wpa/iwd
you should only remove networkmanager once wpa/iwd is all setup and ready
