cheapest efffective way if they share a network, is use Warpinator on Mint (included) and Winpinator app on Windows

disable any firewalls on both pc
i think in Mint it's either in settings under 'firewall' , or just launch gufw from alt+F2 or terminal
and use the same network group name for each one in preferences as it says.
plus the other computer's local IP address should be on the same segment as the one Mint is showing above. eg: 192.168.1.___
in rare case (or poignant purpose) the router may have been set up in "isolation" mode, where other things on it can't see eachother

hopefully you get it working, there's also a different client named Warpinator For Windows (also on Github) in case still this doesn't work
don't plug usb cables between computers
a crossover LAN cable is permissible, but there's some more junk to setup in software for network static IP between both for that
lastly there's USB EZ Transfer cables, but linux support for them is spotty indeed.
oh there's also setting up a Share Folder in Windows.. and setting up sambashare on linux
more complicated than Warpinator tbh

kind of yeah, then again it is wifi at least on one side
by my calc. that's 47.7 Megabits per second.
not horrendous, but not superb for a peer-to-peer LAN

On cinnamon, I would recommend go to Settings>Applets> download more: and get the Inhibit applet, add it, and turn it on to manually inhibit sleep or suspend or screen off during the transfer

and just check power management on windows too so it doesnt sleep or hibernate partway during transfer
