No, its a legitimate mint install on bare metal. I'm using KDE as my desktop environment + Latte Dock as Panel

KDE is a different desktop environment than Cinnamon, don't forget that. It works and looks different, it is more for advanced users, but beginners like you should be able to use it quite well.
Open a terminal, and enter:
sudo apt update && sudo apt upgrade
Then, decide which meta package you want:
KDE Full
The kde-full meta-package includes the entire suite of KDE applications, utilities, and widgets, offering a feature-rich and complete desktop environment.
Ideal for those who desire a fully immersive KDE experience with all the bells and whistles, kde-full ensures that users can access a wide range of tools and applications for almost every task.
To install this, enter sudo apt install kde-full

KDE Standard
The kde-standard meta-package balances a complete KDE Plasma environment and a more lightweight setup. It includes KDE’s core components and essential applications, providing users with a stable and functional desktop environment.
In other words, it is well-suited for users who prefer a streamlined KDE experience without unnecessary extras. The package ensures a smooth and efficient Plasma installation while leaving room for customization and adding specific software per individual preferences.
To install this, enter sudo apt install kde-standard
When it asks, which display manager you want to use, you can use either, linux mint default is lightdm, but KDE comes with sddm, which can be themed and customized easily inside the KDE Settings Center.
Wait for the installation to complete, then reboot the system.
If you're greeted with a full screen keyboard, just klick the button to the bottom right corner.
Then, when on the login screen, change the session to Plasma (X11), enter your credentials and log in.
In KDE, open Konsole (KDE's terminal application) and enter: sudo apt install qt5-style-kvantum and sudo apt install kvantummanager, this install the Kvantum Theme Manager (which controls the Translucency inside windows). It comes with some neat themes preinstalled.
Latte-Dock is optional, since it replaced the default panels of KDE. I mainly use it because it is more customizable.

In the KDE System Settings, set the Application Style to either Kvantum or Kvantum-Dark to use the Kvantum Theming Engine
Then open Kvantum Manager and switch to the Theme you like. You can download themes here. I recommend creating a hidden folder in your user folder, .kvantum, where you extract the compressed theme files you download. then install it in Kvantum Manager and apply it.

Note that Kvantum themes only change the looks of windows with the Qt theming engine. they do not change window decorations or the kde plasma panels, nor the design of GTK+ Applications. These themes can be customized in the corresponding apperance menus in the system settings.

I agree with this. It's a very very nice look you put together. And I wish Mint and more KDE Distros (Neon, Q4OS, and others) came dress this way straight-outta-the-box!
btw, the look i was aiming for is Skeuomorphism ... yeah, I didn't know this word either.
imo minimalism isn't necessarily bad
but the way its shoved onto everyone's faces is just a bit much
should be a togglable option in OSes
